The London-based Ncondezi Coal Company has agreed with Mozambique’s Ministry of Mineral Resources (MIREM) to complete feasibility studies on its coal mines in the western province of Tete within the next two years.This is the one of the key conditions imposed by MIREM for granting a mining concession to Ncondezi Coal.According to a press release issued by the ministry, the agreement was signed by Minister of Mineral Resources Esperanca Bias and David Eshmade of Ncondezi Coal.Established in Mozambique in 2005, Ncondezi Coal was initially operating under the name Zambezi Energy Corporation Limited.The company holds two exploration licenses in the area of Ncondezi, in Tete province, and is currently investing 60 million US dollars on prospecting and feasibility studies. It is also investing a further two million US dollars on social projects in local communities, under the terms of a memorandum of understanding signed last year with MIREM.Ncondezi Coal plans to invest five billion US dollars on developing the mine and associated infrastructure. It has completed initial studies on the use of lower quality coal locally in power generation, and has commissioned a feasibility study on the development of a 3600 megawatt coal fired power station. It is also looking into coal gasification.Production is expected to start by 2015, and to reach its peak in 2020 with the extraction of 10 million tonnes of coal per year. When it reaches full production the mine will employ about 500 Mozambican workers.The company estimates that the concession holds up to 4.7 billion tonnes of coal. Of this, four billion tonnes of coal is less than 250 metres below the surface, making it available to open cast mining.


Mozambican President Armando Guebuza on Friday declared that foreign investors are welcome provided that they are willing to abide by the country’s labour legislation.Addressing a rally in the southernmost tourist town of Ponta do Ouro, as part of his “open and inclusive presidency”, President Guebuza criticised foreign investors who were accused by local residents of ignoring the country’s labour law, while also barring trade unions in the workplace.In Ponta do Ouro some foreign investors have been accused of abusing Mozambicans and firing workers without just cause. All investors, irrespective of their origin and identity, are welcome provided they abide by Mozambican legislation and respect people as human beings”, warned President Guebuza.According to the President, this is the only way “we are going to build the society of tolerance and harmony that we all want”.The President pointed out that workers have rights, duties and responsibilities which are dictated by the country’s rules and laws which must be respected by all.He stressed that the war Mozambicans waged against colonialism was precisely to restore human dignity. “Anything that is against this principle is reprehensible”, said the President.During the rally, residents also complained that some foreign investors have privatised access roads to the beach by erecting fences. The remaining 15 per cent comes from EDM’s own power stations at the Chicamba and Mavuzi dams in Manica province, and the Corrumana dam in Maputo province.“We must implement new sources of energy, such as small scale hydropower stations, wind energy and photovoltaic systems”, said Sousa. Other large scale projects on the drawing board include a second power station at Cahora Bassa, and a new dam on the Zambezi at Mpanda Nkuwa, some 60 kilometres downstream from Cahora Bassa. It is estimated that about 1,050,000 households are connected to the national grid. That is about 5.3 million Mozambicans, or 23 per cent of the total estimated population of the country in 2011. If the households supplied by isolated, non-EDM power sources (mostly solar panels) are included, the percentage of Mozambicans with access to some form of electricity rises to around 35 per cent. Energy Minister Salvador Namburete told the conference that Mozambique can make a substantial contribution to energy security in the SADC region, in Africa and even beyond Africa.But much of the country’s energy potential, he added, is not yet developed due to lack of investment. The development of new sources of electricity requires large sums of money – but it is not enough to generate power, Namburete stressed, it must also be transmitted to the consumers.  Improvements to the Sena railway, which runs from the Moatize coal basin in the western Mozambican province of Tete to the port of Beira, could bring its capacity up to 12 million tonnes of cargo a year, according to Deputy Fisheries Minister, Gabriel Muthisse.Muthisse, acting as government spokesperson, told reporters on Wednesday that a meeting of the Council of Ministers (Cabinet) that day had discussed a Transport Development Strategy, aimed at reducing transaction costs through the rational use of all modes of transport – road, rail, air, maritime and river. The basic conditions for implementing this strategy, he said, include the “definition, rehabilitation, improvement and construction of roads, rail lines, ports and airports”. He took the Sena line as an example. Currently it can move three million tonnes of coal a year from Moatize to Beira – manifestly insufficient for the huge amounts of coal that mining companies hope to extract from the Moatize basin in the near future.But rehabilitation of the stretch between Beira and the town of Dondo is under way which should double the capacity to six million tonnes a year. Muthisse said that this work should be concluded in July or August.This month, the government is launching a tender to double the capacity of the line again, bringing it to 12 million tonnes a year,“It is hoped that by the end of 2012, the Sena line will be in a fit state to carry 12 million tonnes a year”, said Muthisse. “So the idea is to grow from an annual capacity of three million to 12 million tonnes by the end of this year”.He also announced that rehabilitation of the second line in the central rail system, from Beira to Machipanda, on the border with Zimbabwe, is under way, and should double the capacity of this line, from three million to six million tonnes of cargo a year. He added that the Transport Ministry is looking into the possibility of raising the capacity of the Machipanda line to 25 million tonnes a year.This, however, would only make economic sense with a dramatic increase in the Zimbabwean use of the line, which in turn depends on a sustained period of economic recovery and growth in Zimbabwe. Muthisse also announced that this year’s wage increase for state employees will be a flat rate six per cent. The increase in the minimum wage in the public administration was set last week at six per cent, and the government has decided not to widen differentials. Thus the six per cent increase will be applied across the board from the lowest to the highest pay categories in the public administration and in the defence and security services.The state pension for all categories also rises by six per cent.
