Mozambique LNG for $3.9 billion


Total announces the closing of the acquisition of Anadarko’s 26.5% operated interest in the Mozambique LNG project for a purchase price of $ 3.9 billion.This closing comes after Total reached a binding agreement with Occidental on May 3, 2019, to acquire Anadarko’s assets in Africa (Mozambique, Algeria, Ghana and South Africa) and signed the subsequent Purchase and Sale Agreement on August 3, 2019. This first transaction follows receipt of all requisite approvals by the relevant authorities and partners.

Mozambique LNG is the country’s first onshore LNG development. The project includes the development of the Golfinho and Atum fields located within Offshore Area 1 and the construction of a two-trains liquefaction plant with a capacity of 12.9 million tonnes per year (Mt/y). The Area 1 contains more than 60 Tcf of gas resources, of which 18 Tcf will be developed with the first two trains. The Final Investment Decision (FID) on Mozambique LNG was announced on June 18, 2019, and the project is expected to come into production by 2024.The Mozambique LNG project is largely derisked since almost 90% of the production is already sold through long-term contracts with key LNG buyers in Asia and in Europe. Additionally, the project is expected to have a domestic gas component for in-country consumption to help fuel future economic development.Total operates Mozambique LNG with a 26.5% participating interest alongside ENH Rovuma Área Um, S.A. (15%), Mitsui E&P Mozambique Area1 Ltd. (20%), ONGC Videsh Ltd. (10%), Beas Rovuma Energy Mozambique Limited (10%), BPRL Ventures Mozambique B.V. (10%), and PTTEP Mozambique Area 1 Limited (8.5%).Closing operations are still ongoing in relation to Anadarko’s assets in the other countries (Algeria, Ghana, South Africa).

TRUCK AMBUSHED IN GONDOLA


Early on Saturday (28) morning unidentified gunmen ambushed a truck in the area of Amatongas, in Gondola district, in the central Mozambican province of Manica, according to a report on the independent television station STV.The truck was carrying goods from the port of Beira to the Manica provincial capital, Chimoio.

The driver thought nine shots were fired at the truck. “Suddenly I got a shock when the truck began to burn”, he told STV. “At first, I thought it was a problem with the engine. I got out of the cabin and saw that oil was pouring onto the ground”.
“Some minutes later”, he continued, “I and my colleague heard more shots. My colleague fled from his truck, while I hid in the bush from midnight to 04.30”.The second truck appeared to have driven off later: it did not appear in the STV footage. The driver said that when the police arrived, they searched the surrounding bush and collected spent cartridges.This is the second ambush in Gondola district so far this month. On 17 September two truck were attacked and four people suffered injuries.All these attacks are likely to be the work of self-styled “Renamo Military Junta”. This organisation was formed by dissidents from the main opposition party, the former rebel movement Renamo, and has rejected the peace agreement signed on 6 August between President Filipe Nyusi and Renamo leader Ossufo Momade.The Junta’s leader, Mariano Nhongo, who has appointed himself President of Renamo, has threatened to disrupt the current election campaign, under way across the country.

LEADER ATTACKED AND SERIOUSLY INJURED


Unidentified assailants have attacked and seriously injured Helder Mendonca, a leading figure in the new party PODEMOS (Party of Optimists for the Development of Mozambique).The violent attack took place in the Maputo city neighbourhood of Malanga on Thursday. The attackers beat Mendonca in the face with a tennis racket and slashed at his leg with a machete.According to a report on the Facebook page of the electoral observation coalition known as “Sala da Paz” (Peace Room), Mendonca is out of danger but his damaged leg is now in a plaster cast.
Mendonca is head of the PODEMOS list of parliamentary candidates for the Maputo Province constituency. He also attempted to run for the Presidency, but was unable to obtain the required 10,000 signatures from registered voters.

He told “Sala da Paz” that the assailants “said they are going to destroy the party and that he (Mendonca) should stop campaigning because he talks too much”.Quembo added that a week earlier the head of the PODEMOS list for the Maputo City parliamentary constituency, Jose Chemane, was also attacked.“We thought it was just an attempted robbery”, he said. “But then they attacked Helder, and it became clear to us that this was politically motivated”.The attack on Helder Mendonca has been reported to the police, but so far nobody has been arrested.PODEMOS is an offshoot of the civil society organisations AJUDEM (Youth Development Association of Mozambique) which attempted, unsuccessfully, to run Samora Machel Junior, son of the country’s first President, Samora Machel, for Mayor of Maputo in last year’s municipal elections.There was considerable speculation that Machel Junior would be the PODEMOS presidential candidate this year, but he publicly denied any connection with the new party.
