"We can not create the idea that there are those who are free to respect and comply with the Constitution, whether individuals, institutions or parties. Nor should we get used to underestimate the violations of the Constitution, minimizing their severity with justifications, or justifying with the Constitution itself. When it comes to publicly admit that decisions so vital to all be taken on the sidelines, or in violation of the Constitution, the immediate implication is that we have two constitutions: the one adopted in RA, promulgated and published in BR, and other than know, which is not public, but the light which can be taken equally valid, effective decisions. Montesquieu said that where there is no separation of powers, there is still no constitution. But which do not respect the Constitution, it is only a paper that probably wrote beautiful things but absolutely useless. Only this pedagogy and assumption of the Constitution as a higher value will make us a state of effective democratic law, beyond formal proclamations and beyond the ceremonial speeches, demagogic or convenience. A democratic rule of law with which we identify deeply and which we really take pride and be his defense of champions. To conclude that the affirmation and effecting the Right to Information and consolidation of the democratic rule of law.
