President Filipe Nyusi has professed himself satisfied with the gains secured for Mozambique in meetings in France this week, especially with regard to security issues in Cabo Delgado and the resumption of work on the natural gas project led by Total, in Afungi. However, since concrete details of such meetings have not been made public, some scepticism still remains in Mozambican at large.
Journalist Fernando Lima says he is cautious about the results achieved by the Mozambican head of state on his trip to France, “because all the statements, with the exception of the statements by Mozambique, are very cautious. There is a vague promise of resumption, but without any deadline, either from Techniq or Total. It is important to know these details”. Borges Nhamirre understands that Filipe Nyusi went to France seeking two specific things: support in the fight against the insurgency on Mozambique’s terms, and not on the partners’; and guarantees of Total’s continued commitment to the gas project.
“He [Nyusi] comes back with these guarantees, but they come with constraints,” Nhamirre. says “With regard to support for the fight against the insurgency, I think the French will give support, but they will want to place their men in Mozambique, because they themselves need to understand the insurgency to be able to fight it,” he adds. “There isn’t complete trust between the Government of Mozambique and the Government of France, so the French will want to put their men here to try to understand the dynamics of the insurgency, and that is precisely what Mozambique does not want”. Regarding Total, Nhamirre said: “President Nyusi returns with a guarantee that the company will only resume its work when security conditions are restored.”
