Biggest Southern Hemisphere Natural Disaster

Imagem relacionadaCompatriots, at this moment, in addition to the innumerable challenges that the country faces, the Zona Centro needs our special and urgent attention. Difficulties in communicating with family and friends continue to be of great concern, but the appeal is that we concentrate on what is within our reach to do. While we are waiting for an urgent solution, we can also think of ready support for flood victims and #CycloneIdai
There are already some initiatives for which we can direct our support.

Help!!!!!

(MAPUTO, 19 March 2019) The United Nations in Mozambique pays respect for the victims of Cyclone Idai and extends its condolences to the families of the victims and to the people and Government of Mozambique. We express our solidarity with the Mozambique authorities and, together with humanitarian partners, we are rapidly scaling-up our support to the Government-led response following the catastrophic impacts of the Cyclone Idai in the central parts of the country since early March. “The United Nations and the humanitarian community in Mozambique stand with the people and the Government of this country at this tragic and heart-wrenching time,” said Mr. Marcoluigi Corsi, UN Resident Coordinator ad interim in Mozambique. “On behalf of the United Nations Family in Mozambique, I wish to extend our deepest sympathy with those whose loved ones perished in this national catastrophe or were injured, missing or affected in one way or another”, he said. “We have mobilized emergency teams and supplies and are working day and night to get aid to people who are in dire need in the areas hardest-hit by this natural disaster.”

The Cyclone Idai has had a devastating three-fold impact since early March. The weather system brought heavy rains and floods to Tete and Zambezia provinces in early March, affecting at least 141,000 people, with 66 deaths recorded and 111 people injured. When Cyclone Idai made landfall on 14 March, it brought devastation and destruction to the port city of Beira – home to more than 500,000 people – and surrounding areas. Following landfall, it has continued to bring heavy rains. Flood waters are rising and the Pungoe and Buzi rivers have burst their banks.

“We are in a a rush to get relief items to where they need to be,” said Mr. Corsi. “Beira city remains inaccessible by road, and many communities have been stranded as the flood waters have risen. With the Government’s leadership, we are exerting all efforts to reach people wherever and however we can. We are together and we will leave no one behind”.

Humanitarian partners have rapidly mobilized aid workers and vital supplies to support the Government-led response to the triple impact of the Cyclone Idai. The World Food Programme (WFP) airlifted 20 tonnes of high energy biscuits into Beira on 17 March to assist more than 22,000 people. A flight from the Dubai Humanitarian Response Depot carrying vital supplies - including 13,700 tarps, 3,500 jerry cans, 1,500 shelter tool kits and medicines for UN and NGO operations – landed in Maputo on 18 March. The National Disasters Management Institute (INGC) is providing assistance to 3,800 families in accommodation centers in Sofala Province. WFP has begun distributions in Beira and multiple health partners are supporting urgent response in impacted health facilities, including Beira Central Hospital. Outside of Beira, response is ongoing in Zambezia and Tete.

The UN and humanitarian partners have appealed for an initial US$40.8 million to provide critical emergency relief to 400,000 people who are estimated to be affected by Tropical Cyclone Idai. These figures are expected to rise in the days ahead as the full extent of the damage becomes known.

Cooperation with Mozambique

Vice Chairwoman of the Can Tho People’s Committee Vo Thi Hong Anh and Mozambique Ambassador to Vietnam Gamiliel S. J. Munguambe discussed the expansion of cooperation in multiple fields between Mozambique and the Mekong Delta city during their working session on March 5.
Munguambe said he wants to further promote the friendly relations and cooperation between Mozambique and Vietnam, especially Can Tho, in various fields, including agriculture, seafood, and human resources training.
He said Mozambique’s economy depends heavily on agriculture. As an economic centre of the Mekong Delta that shares a lot of similarities with Mozambique in weather and the common interest in agricultural production, Can Tho will be the most appropriate partner for Mozambique to learn experience from in producing and processing rice and other farm produce. Can Tho also offers cooperation opportunities in agricultural human resources training.

Mozambique highly appreciated the efficiency and widespread application of high-tech agricultural models in Can Tho in recent years, he said, adding that the country wants to gain further knowledge in this field. He hoped Can Tho will serve as a bridge to support Mozambique in connecting with other agriculture power nations in Asia such as Japan, Thailand, and the Republic of Korea. In the field of education, Munguambe shared that after signing the protocol on cooperation between Vietnam’s Ministry of Education and Training and Mozambique’s Ministry of Education in 2014, only some 30 Mozambican students have come to study in Vietnam and all of them attended courses at the National University of Agriculture in Hanoi.
Therefore, in the time ahead, Mozambique wants to tap the bilateral cooperation potential in education and training by increasing the number of its students to Vietnam, focusing on agriculture facilities in the southern region, especially universities in Can Tho, the diplomat said.
He asked municipal authorities to consider expanding trade and investment ties with Mozambique, and setting up twin ties between the cities of Moatize and Can Tho.
Since 2015, the Mozambique government has designated Moatize as a special economic zone for businesses operating in the field of agriculture, he said, adding that the city needs Vietnam’s assistance and cooperation to develop high-tech agricultural models. Anh said agriculture is Can Tho’s principal strength and it has been developing rapidly in recent years thanks to the application of high technologies, adding that the city exports over 1 billion USD worth of agricultural and aquatic products on an annual basis. The city is willing to share useful experience in production and processing with Mozambique in this field, she added. In the time to come, Can Tho will organise working trips to Mozambique to discuss specific details of bilateral cooperation in agriculture and cooperation programmes with universities in Mozambique, she unveiled.

US DEMANDS THAT CHANG BE SENT TO NEW YORK

The United States administration made clear on Tuesday that it expects the South African authorities to extradite former Mozambican Finance Minister Manuel Chang so that he can stand trial in New York on charges of conspiracy to commit money laundering, wire fraud and securities fraud. In a phone briefing with South African journalists, the US Assistant Secretary of State, Tibor Nagy, said the US expects South Africa to honour the extradition agreement it signed in September 1999.
“We have an extradition treaty with South Africa, we are very much expecting (extradition) will happen,” Nagy told the journalists.
Chang was detained, on the basis of a US warrant, at Johannesburg’s OR Tambo International Airport on 29 December, as he was on his way to Dubai. The matter became more complex when the Mozambican Attorney-General’s Office (PGR) also submitted an extradition request. There is no extradition treaty between South Africa and Mozambique, and so the Mozambican request is based on the SADC (Southern African Development Community) protocol on extradition. The current dispute at the Kempton Park Magistrates’ Court in Johannesburg is over which of the two extradition requests should be heard first. Chang’s defence team argued successfully that this decision should be taken, not by the court, but by the South African Justice Minister. A decision by the Minister is expected on Wednesday.
In February, South African Foreign Minister Lindiwe Sisulu declared that Chang would be handed to Maputo as it would be “the easiest thing for everybody”.
“We’re sending him to Mozambique to be tried,” Sisulu said, in an interview with the “Daily Maverick”.
Resultado de imagem para changBut Sisulu was speaking out of turn, since the case has nothing to do with her Ministry. The charges against Chang arise from his role in signing illicit government guarantees for loans of over two billion US dollars obtained by three fraudulent companies linked to the Mozambican intelligence service – Proindicus, Ematum (Mozambique Tuna Company) and MAM (Mozambique Asset Management). The loans came from the banks Credit Suisse and VTB of Russia, which would never have lent such sums to previously unheard-of companies without the guarantees given by Chang.
The US investigation has spanned three continents, and has also led to the arrests of Jean Boustani, a senior figure in the Abu Dhabi based Privinvest group, which played a key role in arranging the fraudulent loans, and three former Credit Suisse managers, Andrew Pearce, Surjan Singh and Detelvina Subeva. The latter are currently in London and are fighting extradition to the US.
