The installation of tachographs in cargo and long-distance passenger vehicles will become mandatory next year. The decree enabling the legislation has not yet been published in the Government Gazette (Boletim da Republica), but it is believed that this may happen this October. After publication, the National Institute of Land Transport (INATTER) and other institutions involved in the monitoring process will need at least six months to familiarise drivers and transport industry business owners with the new law.Other measures, such as operator and inspector training, provision of the devices country-wide and the identification of garages able to install and repair them, will need to be undertaken. The tachograph is a piece of equipment which is installed in a vehicle and records and displays data on the driving and resting periods of drivers. Tachographs can be analogue or digital and can have memory cards which register the identity of the holder and store and transfer data to the vehicle operator.According to INATTER, the installation of tacographs will tackle rising numbers of road accidents involving passenger and goods vehicles on national roads caused by speeding and fatigue leading to reduced driving skill.
