Preventive actions, control of members and
sympathizers control "supposed" private and domestic militias,
created to support applications of this or that aspirant deputy-is part of what
must be done to calm down the tempers and make election campaigns in meeting
approved codes and laws existing in the country. International partners are
called upon to provide technical and policy assistance in order to dispel
doubts and suspicions about the state and quality of equipment STAE. This may
deter parties or coalitions of parties to complain when the results were
announced. STAE and CNE must shine credibility active every day in all his
acts. It is a matter of sovereignty, but that sovereignty protection, so there
are no post-election violence in Mozambique. It is known that it was the timely
intervention of embassies of USA, UK, Portugal, Italy and Botswana which
accelerated the coming of the Renamo leader to Maputo and the signing of the
CPA-2. It would be naive not to recognize that these players continue playing a
role of paramount importance in the peace and stability in the country. Also it would be naive if we did not recognize
that levels of trust among the various political actors still leave much to be
desired. There is a network interests in
land that is in no way satisfied with the outcome achieved in the recent
political-military conflict. People who won the war would clearly continue to
raise revenue with a political-military conflict.
There are materials that materialize
appetites with access to positions of deputies, which should not ignore. There was, in the recent past, people who
claimed in public that members of certain parties buy their seats in the
eligible lists for provincial assemblies and the National Assembly. These kind
of people do not mind buying "alcohol Devil", cheap and dangerous to
health, and distribute it, as we have seen, the unemployed and needy political
activists. These vectors can be promotion of electoral violence. Another vital aspect is the behavior in the
field of police and security forces. It is necessary to prevent cases in which
police officers shoot on voters under the pretext of maintaining public order
and tranquility. The scenario of Inhambane in past municipal elections in which
armored FIR were set in motion in the city, should not be repeated. In this
respect, it must be the Government to act. International partners should send
specific signals on the matter, and to national and international observers
have a responsibility to report and denounce excesses. We can not go to excesses scheduling elections
and concrete actions of match-fixing by means of intimidation, filling or
computer trickery. The electoral bodies
should show the Mozambican competence, credibility and professionalism beyond
reproach. Working for PEACE in Mozambique holds its
risks, but the electoral defeats should be seen as a normal process in a
democratic regime. Enhance stability and
democracy will be defined by how the political parties, their members and
supporters to behave throughout the process until the date of release of
