No doubt that will be the ongoing struggle for democracy. We intend to continue the fight and complete the objectives we set in 1977, when we began the struggle for democracy. We have a bench in the National Assembly. All these bodies are physically reachable and have hierarchy. With whom the government negotiated in Rome? With whom the Government was negotiating at the Conference Centre Joaquim Chissano? It is propaganda. Renamo has structure. Structure does not only mean Afonso Dhlakama. For me it is a way to truthfully to Mozambicans. It is a way to not justify the attacks against my person. But those who attacked were the Armed Forces and the President is the Commander-in-Chief. So he knew of plans to eliminate me. Now he states that we have no leadership. Renamo is frustrated

Less than six months to the end of its mission in Mozambique, the High Commissioner of Canada, Shawn Barber, opened the doors of his office in Maputo for 60 minutes interview with SAVANA. Also, we saw Renamo proposals defeated in the seat of parliament and understand that they are frustrated,however, whatever the frustration, the best solution is always to seek these solutions through dialogue, through the public engagement and not necessarily the recurrence of violence.

But Renamo President said he had been to several conversations with the presidents of the Republic, all of Frelimo and that many of them substantially produced nothing. Afonso Dhlakama says it no longer wants to go to meet just toyourself in the picture ...
Personally, I do not understand very well what the Renamo president or whether you are interested in, but I am resolutely convinced that dialogue is always preferable to talk than take up arms. Mozambique is currently a point of no return, where multinationals are already prepared to make their multimillion investments. The IMF estimates that, between 2025 to 2045, Mozambique will have an investment estimated at 500 billion dollars, so it would be a huge setback if the government and Renamo decidedreturn to conflict. It would indeed be unfortunate for development
of Mozambique.

But when he took office, President Nyusi promised by word of mouth that the country would not return more to war. He said it must be unwavering sure you never Mozambicans return to clash. However, the truth in one year shows that we are not quiet, we are not in effective peace to think about the development of the country. You have some revenue so that he, as Head of State, may, once and for all, bring peace to Mozambique and Mozambique?
The future of Mozambique belongs to Mozambicans and not fit to walk diplomats to give advice than it should be done by the Government. AND one of the advantages of us being in the G19 is that we can in a transparent and directly discuss various issues with the Mozambican government from the management of public finances, peace and security, corruption. We are tax partners of the Government of Mozambique and in this way we are interested to see how this management happens. None of this will happen without peace. Why these direct discussions between the government and Renamo are to Canada very important. Therefore, tolerance of ideas and views is an important element. We believe that the words that President Nyusi uttered during his inauguration will be accepted by parties so that reactivate the dialogue and continue to lead Mozambique forward in peace.

My mission ends in July. I came to Mozambique 25 years ago, there was war and flew by WFP planes by Sussendenga, Beira and Vilankulo. Right now I'm happy to travel the country and see what I see. Yet there is much has to be done in Mozambique. Outside Maputo poverty levels remain high, education levels are very low, access to health care still remains problematic. I believe that economic growth will only make sense when men and women there is equality and women have control over their own destiny. In general, I am satisfied with the progress of Mozambique, however, there is much that must be done. I believe that with goodwill and in peace, Mozambicans can achieve the aspirations they want.

Tanzania Oil and Gas Market Briefing coming up soon


Tanzania has opened 2016 as a serious contender to Mozambique Gas reserves, and the banter of 2015, pitting the two countries together in a race to come on stream first.

Recent Tanzania market developments include:
· Land deal finalized for LNG project - TPDC acquired the title deed for about 2,000 hectares of land for the LNG Trains as well as gas processing projects. The government has also set aside another 17,000 hectares in surrounding areas for development of industrial parks that will purchase the gas from the facility.

· BG Group, being acquired by Royal Dutch Shell, along with Statoil, Exxon Mobil and Ophir Energy plan to build the onshore LNG export terminal in partnership with the state-run Tanzania Petroleum Development Corporation (TPDC)

· Domestic Gas market - Late last year, the TPDC’s Director of Downstream Operations, Dr Wellington Hudson, said the corporation was in talks with an investor, Kamal Group of Companies, to extend the gas pipeline from Dar es Salaam to Zinga Special Economic Zone in Bagamoyo district, Coast Region. “The envisaged project is expected to cost US $20 million dollars (about 40bn/-) and it will involve setting up of a power plant to generate 40MW and supply of natural gas for domestic use,” Dr Hudson explained. The project will also include construction of a network of 6,500 kilometers of gas pipeline to supply gas to 30,000 homesteads in Bagamoyo district, according to Dr Hudson.

· Regulatory Framework - 2015 saw Parliament passing three legislations that touch directly on the country's oil and gas industry. These are the Petroleum Act, 2015; the Oil and Gas Revenues Management Act, 2015; and the Tanzania Extractive Industries (Transparency and Accountability) Act, 2015. All these have already been gazetted and are in force. This is such a milestone in that the new laws have consolidated and streamlined the regulation and control of oil and gas in the country


· LNG - Tanzania has said that it would not only be gaining capital gain tax payment when BG Group transfers its shares to Shell, but it would also be assured of a market for its liquefied natural gas (LNG). (Tanzanian authorities will be relying on the Income Tax ACT 2004)

· Labour Law - The Association of Tanzania Employers wants the law on employment of non-citizens to be reviewed as it is a burning issue which employers would love to see amended. "The law is at the risk of being labeled anti-foreign and stand to scare potential investors away; Employers would love to see more relaxed Labour, and Migration laws on foreigners working in the country," stated Dr Aggrey Mlimuka, the Executive Director of ATE

· Host Government agreements are now the only hurdle to cross before FID.

Natural gas exploration in Mozambique has to move faster

The exploration of natural gas in Mozambique needs to accelerate because, otherwise, the country may miss the opportunity, the chairman of state oil and gas company Empresa Nacional de Hidrocarbonetos (ENH) told financial news agency Bloomberg.Mitha also told the agency he had been discussing the precise timeline with the government of Mozambique to “be ready with all contracts, the legal framework and resettlement process.”Following the initial discovery of natural gas in the Rovuma basin in northern Mozambique, six years ago, US oil company Anadarko Petroleum has not yet made the Final INvestment Decision, the last and final step to proceed with the project which involves an investment of US$15 billion.The head of Anadarko in Mozambique, John Peffer, who said he remained confident in the project despite the drop in price of raw materials, particularly oil and natural gas, said that the project in Area 1 required government approval for the relocation of about 500 people.The block, operated by the Anadarko Petroleum group, also has as partners the Indian state groups Oil and Natural Gas Corp (ONGC), through ONGC Videsh (16 percent), Bharat Petroleum Corporation Limited (10 percent) and Oil India Ltd (4 percent), Japan’s Mitsui group, with 20 percent, the Mozambican state company Empresa Nacional de Hydrocarbonetos, with 15 percent and Thailand’s PTTEP group (8.5 percent). 

Standard & Poors Keeps B Minus Rating for Mozambique


The ratings agency Standard & Poor’s (S&P) has reaffirmed its rating of Mozambique as “B-/B”, but warns of the possibility of a downgrade to “SD” (selective default).In July 2015 S&P downgraded Mozambique's long term rating from B to B-, largely due to the 850 million US dollar loan taken by the Mozambican Tuna Company (EMATUM) in 2013 on the Eurobond market, and guaranteed by the Mozambican government.Standard and Poor's, one of the world's three major ratings agencies, was alarmed by the statement in June 2015 in the Mozambican parliament, the Assembly of the Republic, by the Minister of Economy and Finance, Adriano Maleiane, that the government was seeking to restructure the EMATUM loan.As a guardian of financial orthodoxy, S&P regarded Maleiane’s words as heretical. “We view the guarantee as the government's financial obligation under our criteria, and we expect that we would classify the restructuring as a distressed debt exchange”, menaced the S&P release of the time.A “distressed debt” is defined as the debt of companies that have filed for bankruptcy or have a significant chance of filing for bankruptcy in the near future.The government has not yet succeeded in restructuring the EMATUM loan, and paid the interest owing (of about 105 million dollars) in September last year. The next payment falls due in March.So S&P, in a release issued on Friday, kept Mozambique’s long term sovereign rating unchanged at B-, and the short term rating at B.
But the release warned that the outlook remains negative, and “Mozambique's external position is weak regarding both stocks and flows”, while the EMATUM loan “poses risks” to the country’s rating. If the EMATUM debt is restructured, that would raise the possibility of a ratings downgrade to “SD”.“Should the restructuring include an exchange that we would view as distressed (due for example to a reduction in principal or an extension of maturity dates), we could view the transaction as tantamount to default”, the release said. An extended maturity date is precisely one of the options that Maleiane mentioned last June.S&P noted that, in the second half of 2015, “Mozambique experienced deteriorating terms of trade, weaker external demand (especially from China), and a strengthening dollar”, all of which “have slowed investments in the country's mega-projects, which are mostly foreign financed”.Over the year, the Mozambican currency, the metical, depreciated by around 40 per cent, and the depreciation “stoked inflation, which rose beyond 10 per cent and reduced GDP per capita to 500 dollars this year from more than 600 dollars two years ago”.Nonetheless S&P anticipates that the Mozambican economy “will still expand by at least 7% annually over 2017-2019, assuming that several major hydrocarbon investments go ahead, including the construction of liquefied natural gas (LNG) trains”.The agency believed that the Mozambican government will conclude its negotiations over LNG with the main investors (the US company Anadarko, and ENI of Italy) this year, leading to the start of construction of the LNG plants in 2017.Furthermore, the release adds, “most of the rail track to new coal deposits has been laid, which should support higher coal production over 2016-2019 provided international prices recover from the current low levels”.S&P warns that although these natural resource projects, “once completed, will improve Mozambique's export mix and boost its economy, they entail short-term risks. These projects are the main reason for the country's large current account deficits, which have exceeded 30% of GDP over the past four years and were mainly financed with foreign direct investment”.The agency believed that the ratio of net external liabilities to current account receipts will rise to 876 per cent in 2019 from an already high 632% in 2015. Although most of these liabilities will be to foreign direct investors, we expect public-sector external debt to increase by about one half over that period in nominal terms”.On the positive side, S&P expected inflation to fall to single digits in 2016, and praised the banking system as “broadly well capitalized and stable”.
It also downplayed the risks of political instability and believed that any disruption caused by the former rebel movement Renamo will be “unlikely to derail the overall functioning of government institutions”.

EUR160,000 for water

The Japanese government will donate approximately EUR160,000 (over US$180,000) to support two water supply projects in Maputo and Gaza provinces in southern Mozambique, the Japanese ambassador in Maputo has said."Our objective is to help non-profit organizations implement projects that benefit communities across the country," said Akira Mizutani, speaking at the signing of the agreement in Maputo.The beneficiary institutions – the Casa do Gaiato in Boane, Maputo province, and the Federação Luterana Mundial in Gaza – will rehabilitate and sink wells at a time when the south of the country is facing severe drought.The Federação Luterana Mundial project, for example, covers two of the districts most affected by drought in Gaza, with about 15 thousand families suffering food insecurity and being assisted."Access to safe drinking water and sanitation are priority tasks for Japan," the Japanese ambassador said, highlighting human development, the revitalization of local and regional economies, and management of natural disasters risk as other key areas.Japan has funded 90 community projects in Mozambique since 2000, worth US$11 million (EUR9 million) in total.

Dialogue is the only solution for Mozambique

We should get to a dialogue and see how such people can be disarmed voluntarily. That is what I refer to when I say the police and army are taking their responsibility to disarm people who are unlawfully armed by force. But this [idea] has been suspended to give chance to a dialogue.“Our country has shown patience in this aspect to try and find a solution to avoid the killing of people in a more generalised armed conflict,” said Chissano, who during his time had fought for peace and stability.He said it is a matter of concern that Renamo's leader Afonso Dhlakama decided to hide in the mountains from where he issues statements which are not conducive, making people worry.“We think that good sense will prevail and conditions may be created and he cooperates to make such conditions so that there is a continuation of the dialogue which was interrupted by what happened, when he thought his life was in danger. But again, I think that this was caused by his party's behaviour, the statements and projects he had,” said Chissano.He added that it is very difficult for him to say that what happened was avoidable, because each person has their own responsibility, just as the police, the army and government all have their own responsibilities.A media report by Mozambican News Agency states that Renamo has once again this year rejected any face-to-face meeting between Dhlakama and president Filipe Nyusi.According to the report the government and Renamo had been undertaking a dialogue, at Renamo's request and with an agenda set by Renamo, since April 2013, usually with meetings at least once a week.However, this dialogue was scrapped by the opposition party leader, before his motorcade came under attack, causing Dhlakama to hide in Gorongosa mountains.

"There is No War in Mozambique"

The Mozambican government is encouraging Mozambicans who have fled into Malawi to escape clashes between gunmen of the former rebel movement Renamo and the defence and security forces to return.There are now about 4,000 Mozambican refugees in Malawi, who have fled from parts of Moatize district in Tete province, on the border with Malawi. The Malawian authorities have housed them in a centre in Kapise.Interviewed by Radio Mozambique after a visit to Kapise, the Mozambican High Commissioner in Malawi, Jorge Gune, said he had encouraged the refugees to come back to Mozambique. He promised that they will be accommodated in safe areas, and will receive all the logistical support that they need. This government initiative, he added, also includes setting up an accommodation centre for returning refugees at Zobue, on the Mozambican side of the border.Despite the sporadic clashes, Zune insisted that “there is no war” in Mozambique. He backed up this statement, by citing the free circulation of people and goods along the Tete Corridor. The gross domestic product of Mozambique rose 5.6 percent in the fourth quarter of 2015, registering annual economic growth of 6.1 percent, 1.1 percentage points down from the figure for the previous year, the National Statistics Institute (INE) revealed yesterday.The slowdown of the Mozambican economy is reflected in the INE charts, which show a strong start in the 2015 first quarter at 7.1 percent, slowing to 6 percent, 6.3 percent and 5.6 percent in the following quarters.The area contributing most to growth in the Mozambican economy, according to the INE, was the secondary sector, with a growth of 8.5 percent, with electricity and water doing best at 13.9 percent, followed by construction with 7.4 percent.The primary sector grew by 6.6 percent, "underpinned by mineral extraction," increasing over 8.8 percent, and the tertiary sector posted a positive performance of 5.9 percent, "driven by the financial, trade and repair services branches".In October, the International Monetary Fund (IMF) revised Mozambique’s economic growth downwards to 6.3 percent in 2015 and 6.5 percent in 2016, warning that there are "new challenges that require decisive policy measures".Analysts have warned that the Mozambican government’s forecasts of 7.5 percent growth in 2015 and above seven percent for this year were too optimistic, and the INE data presented yesterday suggest an even greater drop than the IMF forecast.In the last two decades, Mozambique maintained a historical growth trend above 7 percent, only interrupted during the 2009 recession, when the economy still managed to achieve 6.5 percent growth.But the Mozambican economy was rocked in late 2015 by a precipitous drop of the metical against the dollar, with an impact on foreign trade and rising inflation, associated with lower aid inflows and investment from abroad and increased public spending.

Additional measures to stabilize metical

UK minister visiting Mozambique plans to meet Dhlakama

SOUTH AFRICA DENIES RECEIVING RENAMO INVITION TO MEDIATE

The South African government on Wednesday refuted the claim by the leader of Mozambique’s largest opposition party Renamo, Afonso Dhlakama, that President Jacob Zuma had expressed his readiness to mediate.Renamo first raised the idea of President Zuma mediating in talks between it and the Mozambican government in December last year. In January, Dhlakama stated that he personally, and Renamo as an organization, have written letters to Zuma asking him to mediate.
However, South Africa’s Minister for International Relations and Cooperation, Maite Nkoana-Mashabane, has denied that any invitation has been received. Speaking in Maputo on Wednesday, she stressed “we have not received any invitation from Renamo or the government”.Nkoana-Mashabane was in Maputo to meet with her Mozambican counterpart, Oldemiro Baloi. She pointed out that this was part of regular consultations that take place between the two countries.In December, Mozambican President Filipe Nyusi met with Zuma in Pretoria where they discussed, amongst other matters, climate change.At Wednesday’s meeting, the two foreign ministers focussed on the serious drought affecting parts of their countries and the ways in which they can access funds to ameliorate the effects of climate change.Baloi highlighted the need for cooperation in the field of drought resistant crops, which he said South Africa had a wide range of experience. He said that such areas of cooperation are not only bilateral maters, but also of regional significance.


The car reached the destination

Gunmen reportedly attacked RENAMO, Thursday, 4 cars on the national road number 1, section Rio Save-Muxungué in Sofala(Beira). According to the head of the administrative post of Muxungué, Domingos Fernando, the attacks occurred in Zove zone in the period between six and seven o'clock on Thursday.Domingos Fernando said to be the first case occurred this year in the region that is distant twelve kilometers from the village headquarters Muxúngè.The source pointed out that the attacks, there is no record of fatalities and the eight occupants of vehicles resumed their trip.A witness who was carrying one of the attacked car, told the Radio Mozambique that was a little difficult to see such men, but "the bullets came out of the woods to the road."

AIR CONDITIONING AT AIRPORT BREAKS DOWN

The air conditioning in the departure lounge at the domestic terminal of Maputo airport has broken down, reports Thursday’s issue of the independent newssheet “Mediafax”.The situation is extremely uncomfortable for passengers, since January and February are the hottest months of the year, with Maputo temperatures sometimes reaching 40 degrees centigrade. Angry passengers who contacted “Mediafax” described conditions inside the terminal as “unbearable”.The airport director, Acacio Tuendue, confirmed the breakdown, which happened about three weeks ago, and blamed the electricity company, EDM.“We do indeed have a breakdown”, he said. “Because of the oscillations in the electrical current, one of the components in the refrigeration system was damaged”.Maputo has been suffering from power cuts and oscillations in power supply since a lightning strike knocked out a transformer at the Matola sub-station on 30 September. That sub-station is key to electricity distribution for all of southern Mozambique. Attempts to repair the damage have so far failed, and EDM has warned that power cuts could continue for up to a year.Tuendue told “Mediafax” that replacement parts for the damaged air conditioning system are not available, either in Mozambique or in South Africa. Nonetheless, he was optimistic that work on repairing the system would be completed within a week. Until the repairs are complete, he could only advise passengers to be patient.The airport was completely rebuilt recently by the Chinese company, the Anhui Foreign Economic Construction Corporation (AFECC). The work, completed in 2012, was financed with loans of 75 million dollars from China, 50 million dollars in soft loans, and the rest on commercial terms.

POLICE CLAIM TO DISMANTLE 283 GANGS IN MAPUTO

The Mozambican police dismantled 283 criminal gangs in Maputo city last year, 140 of whom used firearms to carry out their crimes, according to the governor of the city, Iolanda Cintura.She was speaking at the opening of a session of the Council of the Maputo City Police Command, scheduled to last for a day.Cintura claimed that the Maputo police had solved 7,551 crimes in 2015, which was 81 per cent of crimes reported, and had made 7,234 arrests. Although the police force is the most visible symbol of social control, it should work in close collaboration with the communities and with society at large”.She stressed the importance of spreading legal awareness among citizens, in order for them to know their rights.“Knowledge of the fundamental rights of citizens is important so that we avoid all incorrect and unethical practices, such as corruption, and taking the law into our own hands”, said Cintura.For his part, the Maputo City Police Commander, Bernardo Rafael, said the meeting will debate the operational activities of the police in the capital for the present year. “This will be the great debate that will guide our Council, prioritising peace, order and public safety”, he declared.Rafael admitted that one of the main challenges facing the police is to halt the wave of kidnappings in Mozambican cities that began in 2011. He also stressed that the police must boost their activities in the outlying neighbourhoods of Maputo, where residents have often complained about the lack of a police presence. 

The third route

I was recently in Quelimane, among other things, share ideas around our political and military crisis. I will not summarize what you said, but I will share the center lines of what I think are the biggest obstacles to peace and gravitate all around the inability of the actors involved to overcome their own addictions, limitations and prejudices about the country and about its responsibility for the preservation of peace and the exhaustion of the current model of political relations.
To begin, I would like to remind everyone that Mozambique live the same problems since he is known as a multi-party democracy. The post-electoral conflicts are a constant since 1994 and which was lived since then was always the same thing: elections / allegations of fraud / non-recognition of the results / events / deaths / conflict management / elections / boycotts Renamo / elections . There is absolutely nothing new that we have not seen or heard since the days of President Joaquim Chissano. • Twenty years are not enough to convince themselves that the methods used so far to resolve the conflict do not work?
The insistence of the same methods suggests one of two or three conclusions:
• Or someone is taking benefit of this racket
• Or we face the inability to make deep readings on the real causes of the conflict
• That we are dealing with an elite that still did not realize that their thinking is flawed and the alternatives they propose are not feasible.
Indeed, we are dealing with two entities that nourish a "love" for each other visceral make 40 years. And their relationship has not changed since then: mutual mistrust, lack of transparency, perennial attempt to betray the agreed and whenever the opportunity allows, ambushes political or military. It was ever thus, on both sides.

Then I will mention four basic problems which, from my point of view, FRELIMO could not solve the last 40 years. And then mention the other four main challenges to overcome Renamo.
FIRST: Contrary to the propaganda of Frelimo noises, we live a divided country: both ethnically and economically and politically. To this national unity is a fallacy. One of the problems that Frelimo could never solve was the promotion of national unity. Like yesterday, today people think that regional disparities are not being duly and demonstrably addressed; Afonso Dhlakama and Renamo speak at ease in being able to divide the country or govern where he won or even form a center of the Republic and Northern Mozambique without causing riot or public reprimand by the Mozambicans, especially the regions concerned. As much as you try to prove the opposite, in fact a united people will never allow such pronouncements and even the perpetrators of such pronouncements would never dare to manipulate the regionalist sentiment in its favor. If they do it is because they are aware that most of these people share the same feeling, whether this be right or wrong. In fact, this is a problem that comes from the formation of the Liberation Front Frelimo, characterized by internal tribal conflicts; the massacres promoted against leaders seen as opposition by the victorious factions, persecution and eccentric leaders. The fact that we won the independence of the Portuguese is not proof that it was the result of national unity. And the fact that we continue now as a country is not only because the Frelimo Party worked or work for it. As Professor Elisio Macamo one day said, Mozambique is a geographical and historical accident and I add; born of a colonial project which herdamo it as it is. This point brings me to the second challenge.
SECOND: The organization of political power is a producer of exclusion and marginalization: the transition from a single party system to multiparty was not accompanied by necessary reforms to ensure that every Mozambican, each organization gain; live according to their performance. My point here is that the way we are politically and administratively organized does not allow each and every one of us "live your expense."
• We vote in person only to the position of President of the Republic which is then responsible for appointing more than 100 national and provincial leaders, among governors, ministers and deputy ministers (exacerbated powers)
• Although we have the provincial assemblies, the governors are authentic "impostors", sent from PR who run according to their will. The this anthropological implication is that despite being formally leaders, hardly these are legitimate or legitimized, particularly in regions where the provincial director does not correspond to what was the choice from the same people. Therefore, the governors should be elected to complete the costume of the Provincial Assembly.

In Mozambique or you win everything or lose everything. there is no middle ground. I know of no stable democracy that shares the same electoral system that our uum or similar political-administrative system. And before dubious electoral management bodies, it is impossible for them immediately targeted actors not insurjam. The electoral defeat means automatic exclusion both economically and politically and permanent convício with despair and uncertainty. Our electoral system instead of contributing to political rapprochement and consolidation of democracy, weakened by the contrary.
Third: 50% of national wealth is spent by the state and its employees with the head of a cartel ruling elite. Related to the two preceding paragraphs, the national wealth is consumed almost entirely by the state of servers, which constitutes the minority of the working population of the country, with the cartel's elite head. If we look at the budget we find that 60% of this goes to operating expenses and the rest 40% for investment. This means that for most people, just comes to them what is possible and lucky. In the current political conditions, this means that unless the opposition parties control municipalities or provinces, hardly they can reproduce themselves, let alone their members can access the table of business or the state apparatus.

However, even if this happens, without a thorough reform of the administration of the state and constitution, such proposals would be difficult to implement. We have seen repeatedly by the uncritical alignment of the majority counter to the dictates of the government while the minority celebrate the chorus of sameness. Twenty years after the then warring parties continue to behave as if they had just met, repeating the same fears, the same vices and prejudices, the same buzzwords disqualifying; the same initial positions.
While it is in the interest of Frelimo continue to rule the coming years, will itself be the trigger clearly identified processes of change in the previous four points. If you do not want; if you want to experience the opposition, as it has done all over Mozambique, you can still entrenched in their prejudices, celebrating the groupthink.

On the other hand, Renamo also has its challenges, which need to be overcome them and most importantly, the military question.
FIRST: Gunmen. In theory, it is very difficult to disarm a soldier. Much more difficult is to disarm your mind. For the military, the weapon is their security. Regarding Renamo and its leadership, I notice a certain at ease in maintaining their armed men as well, they think it is easier to strengthen its bargaining position at the negotiating table with Frelimo. Well, on the one hand it is true that Frelimo gave certain requirements due to this real risk, on the other, are precisely the weapons the cause of these endless cycles of post-election violence, which extend throughout the cycle. Before this, keep gunmen represents an unnecessary cost and a significant burden on the finances of Renamo.
If we look closely, we see that the last twenty years, weapons were only able to protect Afonso Dhlakama, leader of Renamo. AND NO ONE ELSE.

• failed to protect Manuel Bissopo,
• failed to protect supporters of Renamo in Montepuez, Mogincual or Angoche;
• failed to protect the guard SG Renamo;
• weapons failed to protect the arrest of Mr Muchanga or Brigadier Chilli;
• weapons failed to protect the numerous members of Renamo and MDM and other innocent civilians abducted and killed by politically motivated.
The only concrete evidence we have regarding the usefulness of Renamo weapons is that they managed to protect yes Renamo leader. As a person and as a human, it would be time to consider whether it is worth continuing with the same vision, the same policy, twenty years later, exposing their sympathizers and supporters to direct more likely to die shot.
It is SIM TRUTH that there are people willing to die for the leader. But the best would be that these people lived to see their leader ascend to the position of President of the Republic; enjoy the sacrifice of income and realize the alternation of power; see the country develop. Therefore, it is also a leader's responsibility to save lives, save lives, protect their members.
If we die, we can not benefit from his leadership, when this finally came to power. Beyond parity, integration or reform criteria, I think there should be before the Renamo, a resolute decision to get rid of the gunmen.
Disarm has an advantage that curiously Renamo may be wasting. It is that guns are a limiting instrument to the public commitment of all Renamo supporters. This happens not only because people do not want war but also because the overwhelming majority or nearly all voters have no weapons. Moreover, civilians are afraid of being identified as belonging to the agitators. In fact only the soldiers is that they can shoot.
• The greatest wealth Renamo are not weapons. Are free people, who want to support their leader and the party to win the elections otherwise; otherwise. But with weapons, these people find themselves hindered in participating.
• A Renamo no weapons will be much more successful, more powerful, more influential, more ready to rule because it will have direct and uninhibited support of the people, willing to organize themselves to take power. It is this point that I will speak next.
SECOND Organization to win the elections. I do not know if would be left margin for doubt is claimed that the last ten years Renamo spent more time "running away" from which to plan their political work. Since the transfer of residence of their leader from Maputo to Nampula and from there to Santungira; of Santungira to Beira and again to the uncertain / secure part, the leadership of Renamo lost a lot of time, resources and intelligence in search of survival than the political organization and its bases. In Inhambane, electoral results point to higher turnout the polls ever, hovering between 80-90% in favor of the ruling party; atypical thing for the standard of participation, which does not exceed 50%. Why does it happen? Lack of tax, absence of representatives, lack of political work by Renamo. However much we blame the government for fraud or do nothing to stop the election violence; or the electoral management bodies to be permissive fraud is especially Renamo that falls the responsibility to organize the best way to change the disadvantage. Indeed, the southern part is that in fact gives victory to Frelimo, since the clearance system is the sum of valid votes.
THIRD: Leadership: lead the opposition opinion and the masses. Because of items 1 and 2 above, although Renamo continue to have greater acceptance across the country, it is curiously disengaged a party of the masses. As the largest party in opposition, she had an obligation to lead the opposition opinion. What we see is oddly one Babylonian where even the ruling party joins some opposition parties whenever it likes, manipulating them in prejudice to the opposition. ROOM: Courage to be the first to change. The Renamo leader and the people are aware of the "evil government of Frelimo". There is not the slightest doubt. However, not enough to know this. Gone are the times when it was favored ZERO SUM game theories. Now all should strive for the scenario WIN-WIN. Accept losing to earn a little together consolidate peace.

QATAR AIRWAYS MAPUTO-DOHA FLIGHTS

Qatar Airways has announced that it is increasing connections between Mozambique and Qatar by introducing, as from March, direct flights between Doha and Maputo.According to a report in Monday’s issue of the Maputo daily “Noticias”, the announcement was made at a ceremony where Qatar Airways distinguished the company Cotur Tours as its main agent in Mozambique. The current twice weekly Qatar Airways flights between Maputo and Doha stop at Johannesburg in both directions. Cutting out the stop in Johannesburg will reduce travel time by two hours. The decision reflects confidence that there is enough traffic between the two cities to make the route profitable, without stopping in Johannesburg to pick up more passengers. The new direct flight may also prove attractive to passengers who wish to travel on to other destinations in the Middle East, Europe and Asia. The Maputo-Doha route will use the most modern of large aircraft, a Boeing 787 Dreamliner.
The director of Cotur, Noor Momade, told “Noticias” that the prize awarded to his company by Qatar Airways is of great importance since this is generally regarded as one of the best airlines in the world, and this is the first time it has awarded prizes since beginning operations in Maputo. “This prize shows once again that we are on the right path, and that our clients are pleased with our work”, said Momade.

MORRUMBALA GOVERNMENT WANTS TO NEGOTIATE WITH RENAMO
